Council passes new animal control bylaw

Concerning cats: the bylaw states that no person can keep more than three felines on any property within the town. An early draft of the legislation contained a provision outlawing the feeding of feral cats (that is, wild with no apparent owner") for fear of enabling easier repopulation of the species around town. When strong concerns were expressed about the severity and ambiguity of such a measure, however, council quickly moved to cut it from the tabled bylaw.

Special events Feline event offers neutering, vaccinations
Fix Felix Day, a community event, offers cat owners and fanciers the chance to neuter their male felines for $30 each, courtesy of Action for Animals Humane Society.
The fee includes a rabies vaccination.
A veterinarian will perform the neutering on Monday by appointment only at Action for Animals' no-kill animal shelter in Westmoreland County.
The service is available for any house, barn, stray or feral male cat, including cats from Allegheny and other counties. Each cat must weigh more than three pounds.
Action for Animals Humane Society is sponsoring Fix Felix Day to help eliminate euthanasia as a way to control kitten overpopulation. Neutering male cats reportedly helps prevent health and behavior problems, such as wandering, territory marking and aggression.
