KACPAW, together with WSPA (World Society for the Protection of Animals) hope to discuss a mid-to long-term program to bring about a solution to the problem of stray dogs in Sri Lanka, with a focus on using humane methods to achieve such an end.

SPANA Relief Efforts In Tsunami Zone

The UK-based animal welfare charity, the Society for the Protection of Animals Abroad, (SPANA) has just announced that it is to make a further contribution to an ongoing project in the tsunami-affected Tamilnadu region of Southern India.
SPANA has been supporting a project in the region since early 2004 which has been providing free veterinary care for working equine animals and advice to their owners. SPANA has now given an additional grant to the project which will be used to supply animal feed to the affected regions of Chennai, Nagapattinam and Cuddalore. 30 volunteer vets have been appointed by the project supplied with vaccines and medicine from Chennai. Two vehicles are being used to distribute fodder and other feed to around 3000 animals in the three badly hit locations.

Elizabeth von Muggenthaler is not a bit surprised at reports from Southeast Asia that animals are noticeably absent among the victims of last week's crushing Indian Ocean tsunami.
They heard it coming at least an hour before it struck, she said.
Von Muggenthaler is a bioacoustician -- a scientist who studies natural sound such as that created by air, water and earth. And as founder and president of the nonprofit Fauna Communications Research Institute in Hillsborough, von Muggenthaler specializes in the study of animal communication.
She's especially interested in documenting and understanding animals' use of infrasound -- low-frequency booms and whuffles below 18 Hz (or cycles per second) -- and ultrasound -- or sounds above 20,000 Hz. Both are outside the detection capability of the human ear.
That, von Muggenthaler said, is what alerted the animals to the powerful earthquake off the coast of Sri Lanka, which started the huge waves surging across hundreds of miles of ocean and shoreline. The resulting tsunami drowned innumerable unsuspecting people, reports say, with estimates of the dead at more than 100,000.

The rescue teams are observing some strange things as they are reaching these remote tribal areas for rescue and relief. While there is massive unbelievable devastation, the primitive tribes are relatively unaffected though most of them lived close by the ocean.
According to sources, these tribes moved to higher grounds. So did most animals during Tsunami in South and South-east Asia. The rescue teams are also finding interesting information from these untouched tribal people – they could view and hear the Tsunami coming and they moved to higher grounds way before the Tsunami came and earthquake shattered the islands.
Indian Military with all high tech equipments and especially the Air Force lost a full base with hundreds of personnel in this catastrophe.
As a matter of fact another correlation is also interesting – the more primitive tribes moved out to the higher grounds days before the catastrophe.
Based on the reports we are receiving, Nicobarese who are most modern have lost the most in Car Nicobar and Nancowry group of islands. Very few of them sensed the incoming Tsunami. But the Shompens and Sentinelese who took some direct hit, lost little because of their remote viewing capabilities. They moved to higher grounds before.
According to some of the tribal leaders, earth communicates to them. And this time they could see it coming in their remote viewing periscopes.
Interestingly, in South and South east Asia which includes Andaman and Nicobar islands, it is now confirmed that animal bodies are not found because most of them moved to higher grounds days before the Tsunami came.
It seems if this correlation is anything close to correct, we may be gaining in so called “modern technologies” but we are losing in higher grounds of technical expertise, which may encompass spiritual science and paranormal technologies.

According to the National Society for the Prevention of Cruelty to Animals (NSPCA), volunteers in Asia have had to cut loose tethered goats and cattle, rescue cats, dogs and even snakes, and feed surviving dogs on city beaches.
Under five feet of water, the Point Calimere wildlife sanctuary's many animals -- including 1 800 black buck -- were all presumed dead, it said.
The NSPCA warned of the potential spread of rabies where hungry street dogs and other animals were roaming.
Displaced animals needed to be fed, treated and placed in safe areas (impounded if necessary) to prevent scavengers being victimised or inhumanely treated for scavenging. Injuries needed to be treated and animals beyond saving put out of their misery in a humane way, it said.
Donkeys and horses should be found and treated not only for their own sake but as part of the rescue mission, as they could go where vehicles could not, the NSPCA advised.
As a food supply, finding animals and keeping them safe and healthy would render a supply of eggs and milk, among others, to the surviving population, it added.

Giant waves washed floodwaters up to 2 miles inland at Yala National Park in the ravaged southeast, Sri Lanka's biggest wildlife reserve and home to hundreds of wild elephants and several leopards.

"The strange thing is we haven't recorded any dead animals," H.D. Ratnayake, deputy director of the national Wildlife Department, told Reuters Wednesday.

"No elephants are dead, not even a dead hare or rabbit," he added. "I think animals can sense disaster. They have a sixth sense. They know when things are happening."
At least 40 tourists, including nine Japanese, were drowned.

The tsunami was triggered by an earthquake in the Indian Ocean Sunday, which sent waves up to 15 feet high crashing onto Sri Lanka's southern, eastern and northern seaboard, flooding whole towns and villages, destroying hotels and causing widespread destruction.

Veterinarians to Travel to Tsunami Disaster Site
Thursday, January 6, 2005 -- The Association of Veterinarians for Animal Rights (AVAR), a national organization of veterinarians, veterinary technicians, and students has coordinated travel and relief work arrangements for two veterinarians who will be traveling to India this weekend to help animal victims of the recent tsunami disaster. One of the participating veterinarians is going at AVAR’s request through the Animal Rescue League of Boston and the other is an AVAR member from the New York area.
The veterinarians will head to the coast of southern India, where they will split up and assist two different animal protection organizations with various tasks related to the tsunami disaster, including shelter work and visiting villages in remote areas of the country. One has experience with large animals, including elephants. The other recently returned from India and has experience traveling in the region and with shelter medicine.
Reports from India reflect a growing need for veterinary assistance. While many free-roaming animals were able to escape the flooding waters, many who were confined drowned. Others are left without food and clean water and face the same risks of disease as do their human counterparts. Animal shelters are becoming over-crowded, as many human victims have turned their animals over due to lack of ability to care for them at this time.
Although the two veterinarians will be taking veterinary supplies with them, AVAR is asking for monetary donations that will be wired to them so that they can purchase additional supplies in India as they are needed. Further, AVAR plans to send other veterinary assistance in the near future to assist with efforts to sterilize and vaccinate dogs and cats in the region. AVAR, Animal Rescue League of Boston and United Animal Nations are covering the cost of the airline tickets for the veterinarians. SPANA Relief Efforts In Tsunami Zone

The UK-based animal welfare charity, the Society for the Protection of Animals Abroad, (SPANA) has just announced that it is to make a further contribution to an ongoing project in the tsunami-affected Tamilnadu region of Southern India.
SPANA has been supporting a project in the region since early 2004 which has been providing free veterinary care for working equine animals and advice to their owners. SPANA has now given an additional grant to the project which will be used to supply animal feed to the affected regions of Chennai, Nagapattinam and Cuddalore. 30 volunteer vets have been appointed by the project supplied with vaccines and medicine from Chennai. Two vehicles are being used to distribute fodder and other feed to around 3000 animals in the three badly hit locations.

In donating to overseas groups, one should ALWAYS e-mail first for specific instructions, as the best way to get money to them promptly can vary with where they are and how their bank accounts are set up. Just sending off a check without instructions specific to the organization is not a good idea.

In Memory of Ginger:

It is with great sadness I let you know that my FIV+ cat, Ginger, passed away last Sunday. Ginger was approximately 16 years old when he died. Not only was he FIV+, but he was a formerly feral cat (a "King Tom" to be exact!).

I have remarkable before and after pictures of Ginger. He was literally on death's door when rescued. He absolutely thrived after receiving medical care, good food, and love.

He was living proof that those in the rescue community, as well as veterinarians, who believe FIV+ cats should be "put to sleep," are sorely mistaken. I hope this will encourage them to give an FIV+ cat a chance. Ginger was the most wonderful companion for twelve years and is missed more than words can express.

Dear Sir or Madam:

I'm surprised that the Journal of the American Veterinary Medical Association (JAVMA) would release such a biased report, which will ultimately harm Trap-Neuter-Return (TNR) efforts throughout the country.

The Dept. of Fish and Wildlife, which is known to be pro-trap and kill, is behind the "study." Moreover, the report is based on annual sterilization of 75% of fertile population, which is not what TNR advocates. Responsible TNR programs stress 100% sterilization of fully-managed colonies, not sporadic trap and spay. However, opponents to TNR will take these results and run with it.

I sincerely hope that JAVMA, which has supported TNR efforts in the past, will issue a follow-up to this report and support the hardworking and dedicated volunteers who are humanely and effectively reducing the homeless cat population, while educating the public about its responsibility toward domestic, man-made animals.

Ask No Kill Solutions - Winter 2004
Question from a feral cat group in Baltimore, MD: “Our local animal control facility refuses to participate in a feral cat program because they say it violates state law. Do state laws against animal abandonment make TNR programs illegal?”

No Kill Solutions: Most states define abandonment, in one form or another, as “the leaving of an animal without adequate provisions for the animal’s care.” The basic premise of feral cat management programs, by contrast, is the opposite: to provide care for animals already abandoned by someone else.

Spay/neuter provides for the cat’s health, prevents breeding, reduces fighting associated with intact males, and improves the animal’s ability to not only survive but thrive (since cats are not roaming looking for mates, fighting, or taking care of kittens). In addition, if particular TNR programs include feeding and fresh water, anti-cruelty laws cannot even be construed as coming into play.

As one prosecutor has noted: Abandonment “is directed at those people who dump their pets and those individuals who move from an area and leave their pets behind. If an animal is returned to the area where it is being fed, it would be a greater injustice to find that these animals had been abandoned so that no action to spay/neuter the animals would be taken by anyone.”

Second, abandonment statutes require the person to be the owner or have care and custody for an indeterminate period of time. This is not present in TNR programs. The feral cat caretaker would exercise custody only for the purpose of taking the feral cat to the veterinarian, at all times presuming the animal’s re-release.

Third, public policy in many states encourages and promotes efforts to reduce the suffering and death of animals, precisely the premise behind TNR programs. State law, for example, declares it “to be the policy of New York State that every feasible humane means of reducing the production of unwanted puppies and kittens be encouraged” despite also having a law prohibiting abandonment, thereby underscoring their consistency with one another.

Finally, any attempt to apply an abandonment statute to a feral cat group would violate the constitution’s requirement “that a penal statute define the criminal offense with sufficient definiteness that ordinary people can understand what conduct is prohibited.” To apply anti-cruelty laws to feral cat caretakers who are helping the cats not only makes no sense, it would violate the constitution on grounds of vagueness.


The actions undertaken by feral cat caretakers do not meet the statutory definition of abandonment. In addition, abandonment presupposes an ownership or possessory interest in the cats which is not present in feral cat rescue programs. Moreover, public policy often supports TNR programs thus underscoring the lack of conflict between TNR programs and abandonment laws. And finally, the application of cruelty law abandonment provisions to a TNR program would appear to be unconstitutional.

Regarding "Countywide pets plan meets fine-tooth comb" (Dec. 1, Page A-1): I would like to clarify that I did not draft this pet breeding ordinance. County counsel Mick Krausnick did, and he did a great job. I am, however, the instigator of the whole process.
To all those who say the ordinance won't work: You have already been proven wrong by the track records of ordinances in Los Angeles and San Mateo County.
To all those who show dogs or cats: You have chosen a very expensive hobby. It costs thousands of dollars per year for travel, grooming and handlers for the show rings. If you can afford this hobby, you can afford the relatively small fees in this ordinance.
To all those who breed and sell cats or dogs: Have you reported the income to the IRS and state? Have you collected sales tax and filed sales tax returns? Do you have a business license?
To all those afraid of cat licensing: If you love cats, here is your chance to fund a better future for all cats in this area. If you dislike cats, here is a chance to greatly decrease cat breeding.

Where: Conference Room, Whole Foods Market, 929 South Street, Philadelphia, PA 19147, (215) 733-9788. This workshop will not only explain the difference between stray (tame) cats and feral (wild) cats, it will provide invaluable tips and instructions on how to humanely reduce the outdoor cat population in your community.
This workshop given by local Alley Cat Allies feral cat experts provides basic instructions and information on creating a plan to help outdoor cats. Some of the information presented includes borrowing humane traps, trapping cats and getting in touch with local veterinarians or low cost spay/neuter clinics that will perform surgery on feral cats. You will also be able to meet other rescuer/trappers in your area.

Workers at the shelter can also tell callers about free or low-cost rabies vaccination programs being offered by the Rhode Island SPCA.

It turns out that in the confusion of all the different jurisdictions and law enforcement agencies toppling all over one another in Salt Lake County, it was West Valley City's Animal Control that told her that, as pursuant to that city's ordinance.
