RESOLUTION IN APPRECIATION OF DR. ROSEMARIE WILLIAMS, D.V.M.:
Mayor Knowles presented a Resolution of Appreciation to Dr. Rosemarie Williams, D.V.M. for her participation in Operation Topcat.
RESOLUTION IN APPRECIATION OF DR. ROSEMARIE WILLIAMS, D.V.M.
WHEREAS, “Operation Topcat” was formed in 1995 by a few residents of Topsail Island to assist people who lived or visited the Island and wanted to help the feral and tame homeless cats on the Island with occasional spay/neuter clinics: and
WHEREAS, “Operation Topcat” endorses Trap/Neuter/Return, the proven most humane and effective method of reducing the feral cat population; and
WHEREAS, “Operation Topcat” has additionally assisted those individuals who have rescued tame homeless cats in finding adoptive homes for those cats; and
WHEREAS, Dr. Rosemarie Williams, D.V.M. in March of 2000 volunteered her time and considerable talents to “Operation Topcat” to spay and neuter stray and feral cats and kittens at no cost when she is visiting our Island; and
WHEREAS, with Dr. Rosemarie Williams voluntary involvement with “Operation Topcat” can now provide free spay or neuter for many more stray or feral cats not only on Topsail Island but also in surrounding municipalities and unincorporated communities in both Onslow and Pender Counties; and
WHEREAS, since first volunteering for “Operation Topcat”, Dr. Rosemarie Williams has spayed or neutered over 1,000 cats and kittens, as well as taken over 200 more to her Auburn, Massachusetts hospital for spay or neuter and placement in adoptive homes there.
NOW, THEREFORE, we express our appreciation to Dr. Rosemarie Williams for her contributions.
Adopted this 7th day of October.

1. National Feral Cat Summit a resounding success!
On October 16, 2004, representatives from over 20 states and close to 80 organizations gathered in New York City for the first National Feral Cat Summit, presented by ASPCA, In Defense of Animals, Neighborhood Cats and the Mayor's Alliance for NYC's Animals . In the morning session, the 150 attendees of the sold-out event heard from Ed Boks, executive director of Animal Care &Control of NYC, on the role of TNR in the no-kill movement, Bryan Kortis, executive director of Neighborhood Cats, on the wildlife issue, and from leaders of successful TNR programs from around the country on what makes their programs work. In the afternoon, workshops were held on animal control, fundraising, mass trapping, community TNR programs, feral spay/neuter options, and feral colony nutrition and kitten socialization.

The Summit marked the launch of the Neighborhood Cats TNR Kit, described in item (2) below. Reaction afterwards to the event was universally strong and positive, enough that the National Feral Cat Summit 2005 is now in the planning stages. The event will be held in a larger venue to accommodate all those who would like to attend. Details will be announced as soon as available.

2. The Neighborhood Cats TNR Kit - everything you and your community needs to practice TNR
In an effort to get easy-to-understand and needed information to individuals and communities who want to pursue TNR, we've launched the Neighborhood Cats TNR Kit, which includes a 108 page TNR Handbook (all original material and spiral bound), a 32 min. video on "How to Perform a Mass Trapping" drawn from actual footage of TNR projects, a sample policy presentation on TNR intended for municipal and animal control officials, a lecture/guide on how to set up a community TNR program, and a sample workshop outline.
In her foreword to the TNR Handbook, Anitra Frazier (author of "The New Natural Cat") writes: "Now, with this handbook, anyone can manage a feral colony. Everybody's ferals can be strong and happy and proud. The book is beautifully organized; the instructions are crystal clear and logical."

3. Come celebrate Cats & the City, Monday night, Nov. 1
Tickets are still available for the gala Art Exhibit to benefit Neighborhood Cats and the Humane Society of NY to be held tomorrow night (Mon., Nov. 1) at the historic National Arts Club on Gramercy Park South in Manhattan. The multi-media exhibit, hosted by Fred Schneider of the B52s, will feature artwork by painters Peter Max and Martha Szabo, photographers Valerie Shaff and Kim Levin and cartoonists Patrick McDonnell ("Mutts") and Dan Piraro ("Bizarro").
In addition, musical performances will had by actress Hallie Kate Eisenberg and the Vegan Kids, as well as Dan Piraro. Awards will be presented to leading NYC animal activists, including Jane Hoffman, Mary Max, Carol Wilbourne, Dr. Elizabeth Higgins, Sharon Gannon and David Life of the Jivamukti Yoga Center, Joe Pastore and Carol Zelman. And a silent auction will feature not only much of the artwork on display, but also hand-painted cat dishes by Dan Piraro, Hallie Kate Eisenberg and others.
Tickets can be purchased at the door for $125. Special discount tickets are available (half price) for animal rescuers and TNR workers. Attire is semi-formal (no jeans and T-shirts, that is). Hope to see you there!
4. New York City Feral Cat Council launches "Feral Cat Response Teams"
In an effort to serve more of the community and reach those who want to help feral cats but are unable to do so themselves, the New York City Feral Cat Council , a project of the Mayor's Alliance for NYC's Animals, has undertaken a program to form teams of volunteers for responding to these situations. Joe Pastore (recipient of Cats & the City's award for Humane Achievement) will head to the program and coordinate volunteer activities. 5. Upcoming TNR workshops in the NYC area
Neighborhood Cats will be holding monthly feral cat training workshops throughout the coming year at the ASPCA, located at 424 E. 92nd St. in Manhattan. The November 6 workshop is now full, but space remains for the workshops hosted by the ASPCA on Saturday, December 6, 2004, Saturday, January 8, 2005, and Saturday, February 12, 2005 (all to be held from 1 to 4 p.m.)
In addition, workshops will be held on Saturday, November 13, 2004 in Morristown, NJ (contact Rachel at the Mt. Pleasant Animal Shelter in Morris County for time and location: 973-386-0034) and on Sunday, December 19, at the Park Slope Food Co-op from 11 a.m. to 2 p.m. (for info, contact Slope Street Cats at email: slopestreetcats@yahoo.com)

6. And about those Favorite Baits....
Thanks to all of you around the country who were willing to reveal your most precious secret. First place goes to Angel Albers of the Feral Friends Program in McHenry County, Illinois for: a slice of bread soaked with clam juice!!!
Other great suggestions:
smoked fish; KFC chicken legs or strips wired to the inside top of the trap (so that the cats forget what their feet are doing); on the inside top of the trap, hang a plastic pill bottle with holes punched in the top that contains cat urine, either intact male or female in heat will get those toms (an untried method, we must warn you); Pudgy's or KFC chicken - the dark meat, and warm, on newspaper - seems to work best when you open the bag and break off pieces of meat right there; a McDonald burger; herb roasted rotisserie chicken; mackerel; sardines, Figaro tuna; and Valerian root rubbed on the inside of the trap were the bait goes.

1) They will take down the borrower's name, address and phone number;
2) Traps can be picked up from 11-4 everyday except for Tuesday and Friday when the hours are noon-7:30. People should call first to make sure traps are available. Currently, AH has approximately 10 in stock.
3) TNR certification is not required for borrowing, but will be required at some point in the future. Traps are now lent to borrowers known to AH, and to new borrowers at AH's discretion.
