Donations to help cats are particularly appreciated, since by state law, cats are considered feral animals and counties are not obligated to fund a stray cat program. [Italics/bold added by ~B.] Lawrence County's feline program is largely funded by a fee that is charged to people when they bring in a cat, and by donations. But yesterday as the library workers brought their donations in the front door, a woman brought several kittens she did not want in the back door. Most, if not all, of the kittens were sick, and the woman said she did not have money to pay the fee.

OFFENSES RELATING TO DOMESTIC ANIMALS
§ 959.01. Abandoning animals.
No owner or keeper of a dog, cat, or other domestic animal, shall abandon such animal.
§ 959.02. Injuring animals.
No person shall maliciously, or willfully, and without the consent of the owner, kill or injure a horse, mare, foal, filly, jack, mule, sheep, goat, cow, steer, bull, heifer, ass, ox, swine, dog, cat, or other domestic animal that is the property of another. This section does not apply to a licensed veterinarian acting in an official capacity. ]
