"The law, which went into effect Tuesday, also allows counties to pass ordinances requiring that dogs and cats be implanted with microchips as a way to track ownership of the animals.
Initially, the bill's sponsor had sought to force all dog and cat owners to have the special microchips implanted in their animals. State Rep. Angelo "Skip" Saviano, R-Elmwood Park, later changed the measure to allow counties to decide whether to mandate the procedure."
